Kyoto Regional Projects
Accumulate world-renowned IT-related industries, making use of industrial and academic advantages and a Kyoto brand.
The industries of Kyoto are characterized by a combination of world-class IT-related high-tech industries and traditional industries expanded by small and medium enterprises with advanced manufacturing skills. A number of universities and the Kansai Science City, a fast-growing city, are greatly conducive to the growth of Kyoto. Moreover, the world-oriented rich contents of history, culture and a Kyoto brand are significantly advantageous in the IT society.
Under this circumstance, we will develop existing industries in southern Kyoto Prefecture, in particular, invite new IT-related enterprises, incubate venture businesses and establish an accumulation of IT-related industries.
"Bazaar" hereof means the creation of new technologies, culture or commodities and services over a network of vigorous enterprises and people.
Under the Project of IT Bazaar in Kyoto, we adopt a new approach, the Bazaar. A network of a connection between enterprises and people is important in the IT society. There emerge new technologies and culture through a new connection. Useful commodities and services that have ever been unforeseen will be available with the adoption of IT in various fields of tourism, shopping areas, welfare, medical treatment and education.
Thus, as worldwide interconnection of countless computer networks is carried out in various fields, enterprises and people actively exchange views directly or over Internet, and new technologies and culture or commodities and services are created. "Bazaar," which means an Asian market is a metaphorical way of expressing this lively exchange.
In order to lead this exchange to success, industry, academia and government circles cooperate in providing enterprises and people with an opportunity to exchange views, and giving them financial assistance, ideas, technologies and marketing outlets.
Construction has been ongoing on the Kansai Science City, which is expected to be a future base for world-class cutting-edge technologies, in the Keihanna Hills at the intersection of the borders of Kyoto, Osaka and Nara Prefectures.
In the City, 71 top-level laboratories of state-of-the-art technologies with 4,006 workers have located.
The right bank district of the Kizugawa River has been developed as a base for agriculture, tourism, or urban-type recreation in the environment of abundant nature and rich cultural heritage, and has recently gathered attention as a base for establishing new industries because it is very close to the Kansai Science City. The area's potential for industrial development is rapidly improving, along with the prospect of improved access with construction of the Daini Meishin Expressway, which will become a major new national transportation artery, and the opening of the Kintetsu Keihanna Line in March 2006.

Funds
1. Community Development Fund
Objective
The fund is designed to actively finance promising and inventive venture businesses at early stages of their development. By doing so, it aims to foster inventive businesses characterized by responsiveness to new types of demand with the ability to generate strong ripple effects, thereby supporting Kyoto's economy.
Outline of the Financing System
- ·Recipients: inventive venture businesses in Kyoto that are active in the fields specifically associated with the New Kyoto Brand (e.g. IT, QOL and the prototype industry)
- ·Requirement: establishment of the head office in Kyoto Prefecture
- ·Time Period:
·Association contract date --- until Dec. 27th, 2005
·Investment --- approximately 3 years
·Management --- 10 to 12 years, during which time the listing of 2 to 3 companies (30% of the companies supported by the fund) is intended
- ·Amount: approximately ¥ 100 million for each of the selected 8 companies
- ·Amount of investment ¥ 2.3 billion (including ¥ 600 million provided by the prefecture)
2. Global Venture Business Invitation & Fostering Fund
Objectives
The fund is designed to facilitate the implementation of the measures to invite foreign and domestic venture businesses with a worldwide view. By doing so, it aims to foster inventive businesses which are able to support Kyoto's economy in the next generation.
Outline of the Financing System
- ·Recipients: foreign and domestic inventive venture businesses in Nanotech- and new materials-related fields
- ·Requirement: establishment of the head office, a plant or research institution in Kyoto Prefecture
- ·Time Period:
·Selection of the Recipients --- between fiscal 2004 and fiscal 2008
·Management --- 15 years at the maximum, during which time the listing of 2 to 3 companies (50% of the companies supported by the fund) is intended
- ·Amount: approximately ¥ 500 million on average for each of the 4 to 6 selected companies
- ·Maximum Amount: ¥ 2.5 billion (including ¥ 750 million provided by the prefecture)
* A matching fund program will be introduced, creating a new fund for each recipient company.
International KEITAI (Cellular Phone) Forum
KEITAI industry to be Local Industry of Kyoto in the 21st Century
- ·Since we expect that we can make use of KEITAI in various fields and create a new market, we take the initiative in Japan in developing the KEITAI industry to be local industry of Kyoto in the 21st century.
- ·In Kyoto, there are many KEITAI-related manufacturers of bodies, semiconductors, parts, batteries and metal molds, and plenty of outgoing data including tourist information, which facilitate the popularization of KEITAI. It is advantageous for Kyoto to be able to supply both of hardware and software related to KEITAI.
- ·Therefore, we established the "KEITAI Industry Culture Workshop" in September 2000, and about 100 member companies presently gather to make a study. In the Workshop we have sectional meetings of tourism, welfare and commerce, which is promoting enterprises to cooperate in creating new businesses.
With the theme "Asia and KEITAI," the International KEITAI Forum has been held in Kyoto and has grown to be one of the biggest comprehensive KEITAI events in Japan. In November 2004, the 4th International KEITAI Forum & Exhibition was held in China, the world's biggest KEITAI market, in which the KEITAI industry is expanding at a remarkable speed. In March 2008, the 7th International KEITAI Forum & Exibition will be held in Kyoto.
